2026 New Regulations in Force for Chemicals in Import Inspections

Turkey introduced strict controls on the import of ozone-depleting substances, fluorinated greenhouse gases and some chemicals with high environmental impact with the Communiqué on Product Safety and Inspection: Communiqué 2026/6 introduced strict controls on the import of ozone depleting substances, fluorinated greenhouse gases and certain chemicals with high environmental impacts. Imports of these chemicals will only be possible for exceptional uses if the Ministry of Environment, Urbanization and Climate Change approves them. The regulation aims to limit the entry of high-risk chemicals into the market for environmental protection purposes.

The inspection processes for imports of chemicals in Turkey were significantly updated with the Communiqué on “Product Safety and Inspection: 2026/6” published on January 2026. This regulation, published by the Ministry of Trade, introduces new restrictions and control mechanisms on the import of certain chemicals with high environmental impacts.

Within the scope of the Communiqué, the import of ozone depleting substances, fluorinated greenhouse gases and other chemicals banned or restricted under the relevant legislation of the Ministry of Environment, Urbanization and Climate Change will now be under strict control. Taking into account the environmental risks of these substances, import permits will only be granted if they meet certain conditions and are deemed necessary for exceptional uses.

The competent authority, the Ministry of Environment, Urbanization and Climate Change, will evaluate each application individually and seek compliance with environmental protection criteria. In cases deemed appropriate by the Ministry, imports will be allowed within the framework of the exceptions specified in the communiqué.

These new regulations are considered to be an important step in aligning with Turkey’s environmental sustainability goals and keeping harmful chemicals under control.
