The European Union (EU) continues to tighten its waste management policies in the textile sector in line with its sustainability and circular economy goals. The European Commission announced in July 2026 that it would comprehensively update the current reporting requirements for used clothing, home textiles, and general textile waste as part of a new initiative.
This step aims to ensure compliance with the new legal and technical requirements introduced as part of the 2025 revision of the Waste Framework Directive. To this end, the Commission is preparing a new Implementing Decision that will amend Implementing Decisions (EU) 2019/1004 and (EU) 2021/19, which regulate data sharing and monitoring processes in member states.
The draft regulation aims to ensure that data on the reuse, separate collection, recycling, and disposal of textile products is recorded in a much more transparent, standardized, and comparable format. This will enable more effective monitoring of member statesโ performance in preventing waste generation and increasing circularity. At the same time, plans are in place to establish a uniform system for tracking extended producer responsibility (EPR) practices and cross-border waste movements.
The initiative, which is open to feedback from industry stakeholders and the public, is expected to be officially adopted by the European Commission and enter into force in the first quarter of 2027, following the completion of the evaluation process. Once the new rules take effect, a more detailed data reporting period will begin for all stakeholders in the textile value chainโfrom manufacturers to local governments and waste treatment facilities.
